COBRA Seminar
Date: Tuesday, March 25, 2008
Time: 8:30 a.m. - 12:00 noon
Location: The Metropolitan map
Cost: No charge
Responsibilities under COBRA—whether a firm outsources or self-administers—continue to get more complex each year. Our COBRA compliance seminar will cut through all the regulations, court cases, opinion letters and technical guidance so you know what you have to do to get—and stay—in compliance. We’ll also show you new sample forms and how to make necessary changes to your documents and processes to comply with the most recent DOL notice regulations.
What attendees will learn:
- The notice requirements of the DOL’s 2005 final regulations, including the two COBRA notices that the original regulations didn't require.
- Required content for general and election notices under the final regulations.
- The written procedures required by the final DOL rules that must be included in your notices and SPD.
- How the disagreement between the DOL and the courts on notice deadlines affects you.
- How to handle tricky COBRA administrative issues with HRAs.
- The extensive rights of qualified beneficiaries.
- Special rules for region-specific plans.
- When you may have to offer COBRA even though the QB didn’t lose coverage.
- When you may have to offer COBRA months (or years) after the QB lost coverage.
- How to handle COBRA in divorce situations.
- The challenging requirements of multiple qualifying events.
- How to properly document the mailing of COBRA notices.
- When you can and cannot increase COBRA premiums.
- How to handle short COBRA payments and bounced checks.
- Special rules for region-specific plans.
- How to handle tricky timing issues when a QB has other health coverage.
- The challenging “notice to providers” rule in the IRS regulations.
- How to handle COBRA with health flexible spending arrangements.
As with all of our compliance programs, this seminar will focus on real-life, practical application issues, and not legal minutiae. Our goal is for participants to understand how to comply and be able to immediately apply what is learned. Attendees will receive a seminar manual and compliance reference that includes DOL and IRS regulations, regulatory opinions and rulings, and sample forms. This manual is not only a great learning tool during the seminar, but is also an extremely valuable working resource.
